According to the photographer of the “looting”picture, he watched the subjects entering an unattended grocery store and stealing the items. The photographer of the “found” photo said that there were just many items floating around and that people of all colors were collecting the items, hence the word “finding.” http://www.snopes.com/photos/katrina/looters.asp

Whatever it’s called, these people are cold, dirty and hungry. My brother said how many poor sections there are in New Orleans. They had nothing to begin with, you can’t get any lower than that.
